Anyway, like I have said before, it still stuns! It just pauses animation!

Hmm.. It is codeable.
If IncomingDamage>0 and attackers TIMELOCKskill is higher than 0 do: If target is hero: stun for 0.1 seconds each 0.1 seconds for 1 second. If target is not a herp: stun for 0.1 seconds each 0.1 seconds for 2 seconds. +Deal damage. End. I never made a trigger but it should work and Im quite sure wc3 editor has these options. You can always try jass to code it. Anyway, you have a map. I wont test it, because I know how it works and I know its codeable. :P T-up.

T-Up. Time Lock always looked bad to me. Now we just need someone to make him move "faster" when he Backtracks so he skips ahead of the attack.

Also, remvoe the stun-animation on top of the unit (I bet in your map its already done, because its triggered).
