Skill upgrade or casting issue

Q : I feel really ashamed of how i couldn't explain the stuff i'm trying to say.
no matter which hero i select, i use hotkeys but only squares are filled. Lets go specific. For ex. i choose drow and in order to cast her first skill, I press Q- Rather than i see a targeting cursor for enemies it just fills the little squares under the skill. (there are 4 squares) Lets say "silence". same thing happens. Until at a random time, i see the blue thing indicating the selected spot on the ground.
This is more of a problem for which skill can be unlocked at which level of my hero. Any guide for this?
as another ex., For Lina, first skill is unlocked at which level and other skills?
A : For every hero, any of the first 3 skills can be leveled from level 1. To level that skill to level 2, the hero needs level 3. To level that skill to level 3, the hero needs level 5. To level that skill to level 4, the hero needs level 7.
The fourth skill (ultimate) for every hero except Invoker can only be learned starting from levels 6, 11 and 16.
Your problem is that you accidentally click the level up button, and when you want to cast a skill you level it up instead of casting it. You need to select the level up button again to cancel the leveling of skills and allowing you to cast them.
