Short guide on how to give your hero PERFECT stats

Str is mainly needed for heroes who are required to initiate or to unleash their spells only when near an enemy. Giving high str to your hero only because of the dmg is a bad choice because a high stat gain can make a hero rather imbalanced, even if your base stat ain't that big. Before giving your hero any str stat you should first look at his EHP (Effective Hit Points).
EHP is armor/dodge/dmg reduction, if you combine the EHP with your HP you'll see the hero's true life and how well he'll do in battle, so it's recommended that you 1st calculate your agility and if you have any ability that grants you dodge/dmg reduction/+ armor, you should take them into account as well. Here's the tutorial on EHP:Damage and Armor - DotA Mechanics I recommend checking it out

150 life + 19 x your str attribute
0 mana + 13 x your int attribute
0 armor + 0.14 x your agi attributeyou can give armor to your hero not originated from agility

Life regen - Base regenvaries between 0.5 and 2.0 + 0.03 x your str attribute
Mana regen - Base regenTo my knowledge every Dota hero has 0 base mana regen or 0.1 though that doesn't mean you can't try out smth new + 0.04 x your int attribute
BAT - Each agility point gives you 1 point of attack speed

A hero has a normal of between 52-62 base stats and 5.5-6.5 stat gain

    So far yes
But keep in mind that this guide is for hero making and not item builds.
