Yes you can. C:\Program Files (x86)\Steam\steamapps\common\dota 2 beta and paste it in the same directory of your friend's steamapps. But you friend needs to have DotA 2 in Steam. If not he can't play it.

Or you can use Steam's built-in Backup feature. Right click on Dota 2, click properties>Local Files>Backup Game Files... and follow the instructions to send it to the DVD, USB, or other device as you so desire.
