I like to pick batrider against a ursa. Even if he has bkb the ultimate can counter him.
The bad thing is....batrider can't counter ursa alone, he also needs a good team |

Yesterday I played 3 games in a row against Ursa.
They pick Ursa, I instapick Crystal Maiden, we win. This happens like every time. Are you wondering why? -Ward Bitch: CM can ward (even sentry ward if needed) a lot -IMBA frostbite: maxing W by level 7 will totally ruin Ursa early attempts in teamfights -After your core (tranquil boots) get an eul and a scepter, I suggest eul early because he gives mana and MS, and you need both against ursa. If your team isn't filled with feeders and you got decent picks, your carry will outfarm and outlevel ursa no problem. In the three games, Ursa got respectively outcarried by: -Storm Spirit -Windrunner and Bloodseeker (lol) -AC tiny What matters is not countering Ursa directly (even if there are great heroes for that, like naga and viper), it's mostly about not feeding and preventing it to grow strong enough. And with a good CM or other supports you will make its early game a living hell.

Now seriously: place some fucking wards in his jungle, gank him, AND YOU WILL BE FINE. Also, ghost scepter, abysal on your carry and/or EB.

Lion is good for destroying his jungle farm and harassing his lane support too but more important than this is warding !
Rhasta can do well harassing him in the forest by shackling him while the creeps attacking him |

When it comes to heroes (every item counters him), I find Venomancer to be a seriously strong counter to him. We all know the effect of strong slows, but by spamming wards to every blind spot around, not only do you see him coming, he won't be able to use blink after getting hit by a ward. Poison is good against Dagger as well.
