i like to pick troll against ursa. early-game, slow him/make him miss/kite and range attack him. after he gets his bkb, try to evade/permabash/lifesteal.

ursa is a hero that kills by physical damage, things that counter him will be heroes/items that prevent him from hitting you,

for items that would be either gs.... euls/halberd are good but after bkb they lose some usefulness

for heroes it would be be pugna/siren(to some extent)/wr or heroes that have the option to either make themselves impossible to be hit or to make ursa unable to right click targets)

Viper and Lion are some of the best counters for sure.

Assuming you have some ranged DPS, Naga can be really effective too.
