huskar can fight againts him well
obiously when he cast ulti his life down but also the damage tha is granted to ursa by his ulti
anyway has other skill to atack so prefer pugna

Tinker for mass Hex, early game ganking and later on pushing power he cant stop. +Ghost Scepter makes sure he should not be able to kill you.

I Think AXE Is Good!Because When Ursa Attacks him,He has a chanse to use his third spell and so ursa will get damage!then he can use his second spell to attack ursa(until Base!!).also he can use his forth spell(If Ursa's Health is low) to kill him.
Iam not english so i can't speak very well.OK?!

But actually axe is really a good counter to ursa, because of one of his abilities.
His call.
All you have to do, is getting a dagger (hopefully standard for most axe-players) some decent life and BLADE MAIL. Just wait for Ursa to get rdy for a fight (charging Overpower and Enrage) and then you jump out of nothing, call him, and look at him as he kills himself, finish him with ulti as fast as you can to avoid any more damage, it will be alot but your vanguard helps you. I have even seen threads about not allowing axe to wield a blade mail because it's incredible strong against some burst-dmg carriers like mortred, even Trollwarlord can die from it, but axe should own a heart by then.

Pre-dagger: ranged slowing heroes (viper and veno in particular maybe even drow)
All times: illusion heroes (naga and PL in particular, especially post diffusal)

Other notables:
- windrunner
- tiny
- bane (bkb useless!)
- anyone with blink (can't be killed)
- razor (run circles around ursa, and he can't blink due to your ult zapping him)

Any heavy caster with ghost scepter, especially disablers

Lucy, Bane, and Naga are all hard-counters for Fuzzy.

Lucy Dooms him and luls. Eat a centuar and stun him if he gets close.

With Bane, if Fuzzy has BKB then Grip until it runs out. Otherwise Nightmare and route his team.

Naga can roll Fuzzy pretty easily. Net him down and sic your Images on him while your team focuses his fat ass. A Fuzzy that can't get into melee range is a useless Fuzzy. Do NOT move in to fight him yourself unless you have Manta or he'll Shock to figure out which is real. If Fuzzy gets BKB Sleep his team and insta-gib him 1v5.

Special mentions goes to Lanaya. Refraction screws up Over Power pretty well and a Trap at Rosh is always welcome.

it's cancelable. Blade mail works wonders on any 3k hp hero.

those heroes can counter him and you need good disabler in your team

slardar can take him. just ult ursa, crush, autoattack till ursa attacks back. respond with bmail, then fimish with another crush if necessary

Try histrionicus, the forum complainer.

Skill up "cite obscure replay" and "conjure imaginary statistics" early game. Late game, you want to initiate the battle with "extrapolate theorycraft" and then quickly utilize "appeal to emotion by claiming competitive dota is dead" to counter his DPS. Good luck.

In a TEAM based situation, I find myself being most annoyed from the kiters.
Viper, Veno, etc. that kite me to death with their damn slow.

There are actually a few good counters to him, like any hero, but too many people are busy whining.

Enough of this 1v1 stuff though.
You need to picture a 5V5 TEAM battle.
If his lineup is better, then you lose.
