Finally i found it, YES! Love the concept, not just as an anti-mage skill but for those str heroes with nukes and low mana pool...i would change the numbers to 0.3, 0.5, 0.7, and 0.9, think that on late game 0.6 loss doesnt represent a quite a lot.. also duration dont know its setted to 4 seconds 1st and 2nd level :P
anyway, t-up, great idea

its basic idea is old Mana Leak of old KotL. but i add some interaction with Mana Burn
