You're not gonna get a solid answer by asking this question.

What do you mean by "strongest" or "best"?

What does the hero's range have to be to be considered "long-ranged"?

If you're trying to find the most imbalanced ranged hero to play, you won't. Many people will respond to this thread in a similar fashion. Some will group up ranged heroes as best ganker or carry, and even then it's still all opinion. Try asking a more specific question like what hero most suits a ____ type of playstyle.

And for the items question, most items you get on heroes are pretty situational. Though some items that are always good on ranged heroes (maybe except for Furion and a few other squishy carries) is Boots of Travel, wand, and bracers/nulls/wraith bands. Manta is good for many ranged carries too.

Sniper is best, assuming someone is tanking. Skady, Sny, Butter, Rapier, Burisa, mkb (if agianst evasion else another Burisa), Rapier. SnY and Skady so you can actually kill.
