Default Rounding in numbers

so, lets take this situation:
Huskar make ulti on target with 1 hp. Will target get 0.4 damage, which still cant kill it, or engine will round it to 1 (cuz i read, that impossible to reduce damage to 0 (physical, but maybe magic damage follow common rules)) and kill target as well?

Damage can be reduced to 0.
HP and MP are reals, as such they can have decimals.

Armour at most can reduce incoming damage to 1, damage block to 0.

Yes, units will die when their HP is equal or lower to 0.405.

And magic resistance from abilities/items (not the base magic resistance, because it's actually armor type) can reduce incoming damage to 0.
