Q: What's with the passive skill cooldown?
A: For balancing, of course. Imagine Jah'Rakal continuing have Rage stat while his Fervor building up to 150% IAS. Or, Tidehunter continuing to get Iron Skin while Kraken Shell kicks in. But if you have any other suggestion, you are welcomed to post it.

Q: Did Mana Blast also triggers with toggled spells and spells with no cooldown?
A: No. It works like Essence Aura, in a sense.

Q: Did Mana Blast also depletes mana by the amount of damage dealt?
A: Nope.

Q: So, the Iron Skin also reduces damage from spells such as Laguna Blade?
A: Yes. Think of it as a partial Refraction, without any instances of course.

Err... sir, is like Power Thread, you just can obtain 1 of the 3 benefit stat, so no imba here

or maybe you refering to number. if you had any idea, please give any feedback

Yes, I had in view of about 3 boards at once in inventories... It is necessary to specify in the description that only one. Just as a new axe which eats trees.

I actually like the idea of a vanguard upgrade, since I like to get it on casters, this would make it more useful overall. T-Up.

i like the concept. however, the number, especially +hp, +attributes, and bonus for agi form, seems a bit imba. anyway T-up

Very nice item, needs a little balancing (in the Agility form, I mean, why the MS bonus?) and overall an Item that would greatly help all heroes.

Some parts confuse me a bit, so before I T-Up or T-Down, I just want to get some things straight.
So the stats are...
+500 HP
+12 HP/sec regeneration
+75% chance to block 65 damage(55 damage for Ranged)
+15 to all Attributes
So does the Phase Form add on to the original stats? So when strength is selected, the holder will get +600 health, +20 HP/sec regeneration, +75% chance to block, and +15 to all attributes?

Another thing is that Vanguard has only 6 HP/sec regeneration. It jumps up to 20 HP/sec in a flash, and that bothers me a bit. Perhaps it should be 8/10 HP/sec regeneration for original stats, and then 14/16 HP/sec regeneration for strength mode, unless I am still confused about what I mentioned above.

Basically I'm worried about the extra features (Mana regeneration, move speed, etc.) that come in once you switch to different modes (STR, AGI, INT), just from Vanguard and Ultimate Orb. Maybe once I'm not confused about the stats I'll get a better understanding.

How about making it directly from Scout shield? (lower everything of course)

Ms bonus for chasing. Well, most agility hero are carry and chaser, so when i add the ms bonus might be aiding them.

Part of what I see as keeping Vanguard balanced with the rest of the game is that it has no upgrade. It may not sound great but its important that it stays a item you make a good investment in, but becomes only semi-viable in the late game. I would have to think more about it but I think this would nerf the usefulness of Heart.

There's also the slot management stratagy aspect. Numbers can be tweaked I suppose but isn't its concept a little imbalanced?

Imbalanced in what ways? this item if you view it more closer, just like Power Thread(not after the originality concept.)

i think Vanguard is useless in late game, because there are many hero with awesome damage. So i made up my mind to suggest this item

So it does add up.
Then there's some serious problems that I see. I'm pretty sure it's one point for STR adds 19 health (unless it's different for each character), so STR mode would actually be getting +885 for health.

This needs to be remade. I can see where you're going with this, but it does need to be remade. If you want help, give me a PM, I would be glad to help, since this is actually a good idea, but right now it just isn't working. For now, T-Down.
