I think they will be higher. However, Valve stated that there will be a huge range between minimum and maximum, so don't worry. Lower res to 320x240 and check "show maximum of one hero/spell/tree at a time" and you'll be fine.

Again, Steam itself does NOT host games. If you have bad connection with Steam servers, it doesn't necessarily mean that you will have bad connection with game servers.

Click on:
Steam -> Settings -> Downloads+Cloud
Then check you download region. It should be set to the server that's closest to you but maybe you prefer another region. Doing so can improve your download rate but you will have to try which is best for you. Some Steam-games will prioritze online-matches in your region based on your download-server. But you can always chose to play with people all over the globe.

On a side note, SC2 effects aren't really top-tier tech-wise.
What's cool about them though is that they don't make the game look messy.
However, I would like to see a bit more significant visual effects than that, at least as an option.
