Simplify -disablehelp and -enablehelp

Default Simplify -disablehelp and -enablehelp

Combine them into -th (toggle help).

Reasons:
+ We don't need two commands for the same thing.
+ We don't need long commands for something that affects gameplay.

I myself have been in many frustrating situations in which I had to use -disablehelp and then -enablehelp in succession, and I believe many of you have been at least once in the same situation. This process has to be shortened in order that it affects gameplay less.
