Make hook castable during decrep and ethereal

As you may know, Pudge cannot cast hook while ethereal or decrepified. I doubt it's for balance reasons; it seems to be simply a forgotten piece of code. Ghost Scepter is a valuable item on pudge against lategame DPSers and it's annoying to have hook disabled by that item. Also, it's a bit unfair that a pugna can stop you from interrupting his tp simply by decreping you (assuming dismember is on CD). This should be changed. I realize this might not belong in the remakes forum, but I was unable to find a "tweaks" forum, and I don't think this constitutes a bug.

It's made that way because Hook and Dismember are technically physical skills and not spells so it would be... nah, I'm just messing with you, T-up!

since icefrog change the damage type of hook from physical to pure

T-up only if no damage applied from hook to target while ethereal. Only drag the target back to you. It'd be fair imo since you have Rot and Dismember at your disposal.

What?
All other spells work normally while ethereal, so why shouldn't Hook also?

Thought hook dmg is physical, and physical dmg doesn't apply to ethereal units. It was merely a suggestion anyway.

No, it shouldn't apply to ethereal units, but if Pudge casts it while being ethereal, it should deal damage and pull.
True, when aiming ethereal units with Hook it should only pull target and not do damage.
