[Tweak]Song of the siren

Problem: When ganked ,naga siren will use her ulty for escape.But if she is stuned,while there are more enemies,its only natural to naga siren player to forgot about shift-que(due panic),and to start pressing SotS hotkey rapidly.In that case its quite possible to accidentally cancel SotS,right after you activated it.

Solution: After activation,make ''cancel'' skill have 1 second cooldown,so it cant be canceled right after its activated.

Discuss.

T-Up it is not like your team can get in postion in less than one second.
