cl_interp_ratio 1

cl_lagcompensation 1

cl_pred_optimize 2

cl_smooth 0

cl_smoothtime 0.01

cl_cmdrate and cl_updaterate are dependent on your framerate. Setting them to 66 or even 40 wouldn't improve your situation if you're suffering from framerate lag.

bloodchow I saw you in the game while waiting for all players to be ready, your name is so familiar and I'm so excited because you're at the other team but it ends up with you loading failed. :/

Go to:
C:\Program Files (x86)\Steam\steamapps\common\dota 2 beta\dota\cfg

Find a file called autoexec.cfg in the cfg folder, if it isnt there, create one. You just create a .txt file and then rename it into .cfg.

This file runs every time you start Dota 2 and it can take all the same commands as console, basically it is a console which is run at the launch. So you can write that list down to the autoexec.cfg to make it run every time you launch the game.

Code:
// CONSOLE
con_enable "1"

// FRAME RATE
fps_max "62"
mat_vsync "0"
mat_triplebuffered "0"

// NETWORK
rate "80000"
cl_updaterate "40"
cl_cmdrate "40"
cl_interp "0"
cl_interp_ratio "1"
cl_smooth "0"
cl_smoothtime "0.01"
