Meepo one is really nifty, if I do say so myself. Although some of the problems to think of unique things are Ultimates like Rearm, who can't be upgraded even more except for numbers.
I have one, and I just thought of it now. It's not that unique, but it's OK. Borrowed Time: Increases damage taken by twofold/threefold. Alright it may not sound much, but good players often expect this so just a tiny scratch can lift your health back up in the spur of a moment. OR WTF ADD THIS. Critical Health ability. Extends your health above the maximum if attacked while in full health. It does not really extend, just keeps track of your REAL HP, and adds more for a little while.

About the problem to make a unique aga uprgrade for tinker:
EG. Suggestion: Enable tinker to refresh skills+ items of another teammate in 300 AoE.

aghanim for venge?
increasing range? pudge: duration/dps i dont know why dont puting aghanim to all the heroes... after me,i think agha should be a bit expencive |

i wanna adding some unique aghanim upgrades and you allow changed below idea.
chaos knight: allow to recall all his image to nearby himself. anti mage:deplete some mana to all enemy which is nearby target. lord of avernus: increase ?% bonus hp gain from taken damage. necro'lic: revenant able to raise mini revenant every killing. storm spirit: able to slow all enemy in the path for ? second.

OK, I'll try to think up some numbers.
Borrowed Time - When activated, most negative buffs will be removed and any damage you take will heal you instead of damage you. If the ability is not in cooldown, it will passively activate when your hitpoints drop below 400 hp. Taking damage while at maximum health adds more health (after damage reduction). Extended health decreases by 20 per second. Increases damage taken by 200%. Lasts 5/6/7 seconds. This way, people don't actually WAIT for him to die before using his Ulti. And this could be further boosted by Death Coil. This is not affected by Armlet (since you don't take damage if you actually knew the mechanics). I guess the health should decrease by a certain amount, say 20 HP/sec? Because standing near a tower really abuses the skill. Oh, and adding Aghanim's already increases duration from 3/4/5 to 5/6/7 so I had nothing to do with that. Rearm in an AoE? That's really powerful. 4 free Refresher Orbs for the price of 1 Aghanim's?

Life Drain:
When the hp drain exceeds his max hp, his max hp will increase. Max hp will be decreased 25 hp/sec. (probably imba)

- Tiny - Increases the attackrange by 100 and adds an impact stun for Toss with a 1/1.5/2 sec duration. Adds a tree club as cosmetic attachment.

may i suggest?
Ezalor: add a unqirue skill that replaces ultimate slot when ghost form is active. (the ultimate will go into cooldown but it simply will not be shown). my idea would be to put in a ignis fatuus like skill which scales with the real level of ghost form |

Assassinate should also slow for 20/30/40% for 4 seconds as a result of being critically wounded and deal a % of your max life. Great for late game and is almost a copy of HoN's Marksman Shot!
