Howl is easily spammable with RoB on Lycan and makes last hitting and denying with Lycan extremely easy.
It also helps out your other lanes because your allied heroes can last hit/deny and harass better.
That early +20/+30/+40/+50 damage is not to be underestimated.

He can lasthit well but he sucks in lane because he doesn't contribute anything to lane control - no disable, no stun, no slow.
Howl is quite useful for the team at early stages (for ranged supports to harass and stuff) but with it's long cooldown it's only "spammable" at level 7 with acceptable 35s CD.
