here is my hero suggestion:

FrostFrog, the Administrator
[Intelligence - Neutral]

Hero Story

The FrostFrog or large-mouthed frog, is a species of frog in the Ranidae family. It is monotypic within the genus Amietia. It is found in the cyberspace and the surrounding internet ranges of playdota.com, including the dota-allstars forum. The species' natural habitats are limited to houses, apartments and bridges.

Though its range is limited, it is abundant in its natural habitat and is not considered to be in danger of underpopulation. Habitat loss is present due to afforestation, agriculture and dams, as well as possible erosion due to turning off the electricity. The species is used to make games for tribes to treat bordom, but the frequency of this use isn't likely enough to be of danger to the species' population. Some FrostFrogs are known to thrive in dark, isolated cave-like areas, these specimens will often cling to caregivers, and fail at basic survival tasks

Skill 1:

Playdota Members:

FrostFrog shoots a Frog at who creates more moving frogs to damage the enemies. Range ~800
[Level 1] Frog damage, 75 - Mini-Frog damage - 25 each.
[Level 2] Frog damage, 120- Mini-Frog damage - 50 each.
[Level 3] Frog damage, 200 - Mini-Frog damage - 75 each.
[Level 4] Frog damage, 250 - Mini-Frog damage - 100 each.

Skill 2:

Banlist

FrostFrogs bans the enemy. Due the ban all enemies in a 450 AoE vanish.
[Level 1] 1 second
[Level 2] 1.75 second
[Level 3] 2.5 second
[Level 4] 3.25 second

Skill 3:

Changelog:

FrostFrog changes the map and can move over all terrain. Also he gets vision of the route he went.
[Level 1] lasts 8 seconds, vision for 4 seconds.
[Level 2] lasts 12 seconds, vision for 8 seconds.
[Level 3] lasts 18 seconds, vision for 16 seconds
[Level 4] lasts 22 seconds, vision for 20 seconds.

Ulti:

-Terrain Snow

Changes the terrain of all enemies into "-terrain snow". All enemies will be slowed for 8 seconds. Also the enemy will be silenced for 1 second on every hit while this skill is active.
[Level 1] slowed by 20%
[Level 2] slowed by 30%
[Level 3] slowed by 40%
[Aghanims] The enemy team can't write in the chat while "-Terrain Snow"

Notes:

Some Words about the hero:
This Hero has nothing to do with IceFrog []
The numbers are not final, just some orientation.
Skill 1 - See Testmap
Skill 2 - A bit like Obsidian Destroyers banish, just AoE.
Skill 3 - A combo of Spectral Dagger and Clockwerks Rockets.
Ulti - Forces the enemy to type "-terrain snow", activates the global slow.
The silence works a bit like Invokers Coldsnap (but silencing not stunning)

This map is not origanaly made by me. I used a skill and changed the units so the frogs come out.

How should the dota map know where you head to?
The vision is where he was. (so you can see the following enemies.

Currently, -terrain snow have lot of bugs and it may cause some users to be lagged

Also for the changelog. Don't change the terrain or anything related.

It doesnt really "change" the terrain...it works like Spectraldagger/firefly.

and I dont think that this hero would be added until then. [-terrain snow]

Original theme, which isn't used in DotA at all. Not sure, if it is fitting DotA
Stats
You did only mention the main attribute. Attributes are really important for the hero. An Intelligence hero with high Str and Agi and low Int is different to one with high Int average Str and Agi.
Skill 1
bit complex but ok. make the description more understandable. not everybody can/wants to play the testmap
Skill 2
Looks a bit overpowered compared to destroyer's skill. lower the duration. also its not too original
Skill 3
Is this passive or active? Reminds me kinda of Spectral Dagger, but ok.
Skill 4
Original but i think terrain snow is bugged actually. Also the global slow is quite boring.
Synergies
Actually I see no synergies at all
Overall
The skills look thrown together under a not really fitting theme. Needs major changes to be implemented.
