In early game, never ever max out rot, because this will freakin' kill you, due to pudge's movement and vulnerability in early game.
Added to these is his melee range, and difficulty on ranged enemies and gankers such as stunners and the ones who has the ability to disable.

Early game:
LVL 1: Quelling Blade(For creep killing and chopping down trees on later game.) Also 2 ROR or even 3(if possible), tango and Toothpicks.
Mid game: Hood of Defiance, Quelling Blade, BOT or Phase Boots or Arcane Boots, whatever you like, but I prefer BOT. Also some components of Pipe
of Insight and Aghanims Scepter.
Late game:Shiva, BOT, Aghanims Scepter, Pipe of Insight, (quelling blade, if you like) HOT/Bloodstone. But if you like a hitter type then go on
cuirrass+Battlefury+Radiance+Treads+Satanic+Aghani ms.
But if you want a ganker pudge then use DAGON! hehehe.

Combo:
Chop a tree then hook your opponent in a way that he can't escape, then rot then boom dismember.
